Unfortunately Flipbooks do not meet the accessibility requirements as they are image-based. Meaning that text to speech solutions will not work on Flipbooks.
Solutions
Audio book feature
The audio-book feature allows you to add audio and auto-flip between pages. This works quite well in many cases.
Other Solutions
We have many educational and government organizations as customers that usually do the following to comply with accessibility standards.
“To comply with accessibility standard, we usually suggest to simply have the plain PDF available on your site alongside your digital publication. This PDF can be be read aloud by text-to-voice software/browsers and be opened in a reader that supports the other requirements from the standard.”
You can see a sample from one of our existing customers at the link below, University of Washington Bothell; click the link below to see how they provide the accessible version (PDF) underneath their digital version.

This way, all information is still available to users with disabilities, which is exactly what the goal of the standard is.
EBOOK
We also provide an eBook Creator packaged with our desktop software that is 508-compliant. This allows you to convert your publications to ePub, ePub3, and Mobi files which are formats that allow for text-to-speech.
This means that your readers can choose to view your publications on desktops, mobiles, and tablets as well as Kindle, Nook, Sony and other e-Readers.
